TikTok Achieves American Control While Maintaining Global Brand Coordination

TikTok announced Thursday the successful finalization of an ownership restructuring that achieves American control of US operations while maintaining coordination with the global TikTok brand through board participation by global CEO Shou Chew. The agreement balances independence with strategic alignment.

The completed transaction reduces ByteDance’s ownership to a 19.9% minority stake, while American investors collectively control 80.1% of the newly independent US entity. The American ownership group features three primary stakeholders with equal shares: Oracle at 15%, Silver Lake at 15%, and MGX at 15%. The investment firm associated with Michael Dell also contributes.

This settlement stems from congressional legislation passed in 2024 that required operational independence from Chinese control while not necessarily mandating complete separation from the global brand. The law focused on data security and algorithmic independence rather than brand discontinuity. The structure allows the American entity to operate independently while coordinating on global brand standards and user experience consistency.

The restructured American TikTok will be led by Adam Presser as CEO, providing independent American leadership for day-to-day operations. Strategic oversight comes from a seven-member board of directors with an American majority and cybersecurity experts, but notably includes Shou Chew, who continues as global CEO. This board structure allows independent American governance while maintaining communication channels for brand coordination, user experience consistency, and technical standards alignment across global operations.

The new US entity commits to implementing comprehensive safeguards including advanced data protection protocols, secured algorithms independently operated, enhanced content moderation, and software integrity measures. The platform’s recommendation algorithm will undergo complete retraining based exclusively on US user data, operating independently while potentially maintaining visual and feature consistency with global TikTok. Both US and Chinese government officials have approved the arrangement, with President Trump publicly thanking Chinese President Xi Jinping for facilitating the deal that achieves American control while preserving global brand coordination.
