Rubio Details Monthly Budget Approval Process for Venezuelan Oil Revenue

Secretary of State Marco Rubio provided detailed explanations of the monthly budget approval process that will govern Venezuela’s access to petroleum revenue during Senate testimony Wednesday. The framework grants American officials unprecedented oversight of governmental spending priorities and financial decisions.

The former Florida senator explained that Caracas must submit monthly budgets to the Treasury Department outlining proposed expenditures for essential government services including law enforcement and healthcare. American officials will review these submissions before approving fund releases from Treasury-controlled accounts holding oil sales proceeds.

Rubio characterized this arrangement as necessary to ensure revenue funds legitimate governmental functions rather than corruption or authoritarian activities. He suggested that demonstrating fiscal responsibility through consistent budget approvals, combined with meeting other American demands, would facilitate gradual relationship normalization and potential access to additional economic opportunities.

Democrats questioned whether monthly oversight constitutes appropriate supervision or excessive American intervention in another nation’s internal affairs. They challenged the framework’s implications for Venezuelan sovereignty and expressed skepticism about whether cooperation with former Nicolas Maduro regime members serves stated democratic objectives.

The hearing also addressed broader foreign policy concerns including Greenland, NATO tensions, Iran, and China. Rubio sought to reassure allies disturbed by Trump’s aggressive rhetoric while defending the president’s confrontational diplomatic style. He maintained that fundamental commitments remain intact despite contentious debates about burden-sharing.
